Unmanned ocean vehicles have unlimited endurance and inexhaustible
electrical power for payloads and communications.  They perform
station-keeping or area search.  They exceed the on-station time of manned
ships because they require neither fuel nor provisions.  They can host sensor
packages similar to those on manned ships and perform almost all in-situ data
gathering of manned ships.  They are self-deploying because they can make
long transits autonomously.  They can be used to complement existing ships,
satellites, aircraft and other systems.  They are cost effective in terms of unit
cost and operating cost.

The vehicles
scavenge wind, solar, and wave energy from the environment for
vehicle propulsion and to provide power via storage batteries for electronic
loads. The vehicles are seaworthy, survivable, and rugged.  They use proven
advanced technology and modern hulls for high efficiency and excellent sea
keeping.  All topside areas are covered in solar cells.  Rigid wing sails are
also covered with solar cells.  The electric drive is reversible, generating
electricity when under sail, or providing propulsion when needed.
